U.S. OFFICE OF SPECIAL COUNSEL STUDENT CAREER 
EXPERIENCE PROGRAM

The Office of Special Counsel is an independent federal investigative and prosecutorial agency. The primary mission is to protect federal employees from prohibited personnel practices, such as reprisal for whistleblowing, reprisal for exercising grievance and statutory appeal rights, discrimination, and violation of federal employees’ First Amendment rights.

The Office of Special Counsel (OSC) is seeking students to work as Human Resources Specialist trainees and to become permanent employees with the Office of Special Counsel within 120 days after receiving a baccalaureate, graduate, or doctoral degree. The student must be a U.S. citizen, in good academic standing (minimum 2.5 GPA), and enrolled at least half-time in an educational institution above the high school level. The undergraduate or graduate study should be in human resources management, business administration, public administration, or psychology.

The student intern performs activities in OSC’s Complaints and Examining Unit, which serves as an in-take unit for prohibited personnel practice complaints filed with OSC. Specific duties include: examining new complaints and allegations received by OSC to determine the exact nature of the allegation involved, whether the matter is within the investigative and prosecutive jurisdiction of the office, whether there is, in accordance with office policy, sufficient grounds for initiating a formal investigation, and the factual and legal issues which must be resolved in order to adequately support a decision to prosecute; deciding what additional factual and legal information is needed before a determination can be made, as well as how such information can best be acquired; recommending closure or further investigation; and answering oral and written inquires from the general public. Strong analytical, writing, and oral communication skills are required for this position.

The candidate(s) selected and an authorized university/school official will be required to sign a SCEP Agreement. 

To become a permanent OSC employee after graduation, the student may be required to complete 2,087 hours of career-related work, must meet agency qualification standards for the permanent position, and be recommended by an appropriate agency official for permanent placement.
